This movie is so bad that it’s actually entertaining to watch for the comedy value. I love watching this and Super Mario Bros. The Movie when I want a laugh.

It shouldn't work. Van Damme is out-acted by his vest. Kylie Minogue adds nothing except scenery. The main(?) characters of Ken and Ryu are almost sidelined. Nevertheless, the sheer HAMMINESS of Raul Julia's final performance (he passed away two months before the film was released) combined with the humor (both intentional and accidental) somehow makes it work. Don't ask me how.
Worth hiring for the laughs. Best enjoyed with popcorn.
